Will the view from the Gold Seats on Pit Row be blocked by the Double Deck Suites?

No. The map is a bit misleading in this regard, but even when sitting high up on the stands your view down Pit Row or anywhere else will not be blocked by the Double Deck Suites

Where are the best seats located?

This is all personal preference, some people will want to be close to the turns, and others will want to be on Pit Row. Fortunately it is a very fan-friendly circuit, approximately 80% of the track can easily be seen from anywhere in the stands.
